Malaysia Moves Forward with BIM: PK 1.15 Implementation Now Mandatory from July 2025

Introduction #

The Government of Malaysia has taken a significant step forward in digital transformation within the construction industry. The newly issued Pekeliling Perbendaharaan PK 1.15: Pelaksanaan Building Information Modelling (BIM), released by the Ministry of Finance Malaysia, sets a national mandate for BIM adoption.

Effective 1 July 2025, BIM will be mandatory for all Government development projects valued at RM10 million and above.

This policy also strongly encourages BIM adoption for the private sector, aligning Malaysia with global best practices in project delivery, asset management, and digital collaboration.

What is PK 1.15 All About? #

Unlike technical circulars such as MSMA or MSIG that affect design calculations, PK 1.15 is an administrative directive outlining BIM responsibilities, deliverables, governance, and required roles across project phases.

Key Objectives of PK 1.15: #

  • Digitize the entire project lifecycle from planning to asset management.
  • Enhance coordination to reduce design clashes and cost overruns.
  • Improve project visualization and stakeholder understanding.
  • Drive collaborative workflows across public agencies and contractors.
  • Encourage standardized digital recordkeeping for assets.

The directive clearly outlines roles such as BIM Manager, BIM Coordinator, and Information Manager, and places responsibility on Controlling Officers (Pegawai Pengawal) to ensure BIM compliance in MyProjek submissions.
